This book surveys and examines the most famous philosophical arguments against building a machine with human-level intelligence. This thesis explores the foundations of cognition. I present, analyze, and defend the claim of Computationalism, which states that cognition reduces to computations. I show how various objections, in particular Searle's Chinese Room argument, are flawed due to a deep confusion regarding the nature of computation. In my defense of Computationalism, I appeal to the notion of emergence, which is a notion that I analyze in detail, since it has been suggested that emergence can solve the problem of consciousness. O'Brien & Opie run into conceptual problems trying to equate stable patterns of neural activation with phenomenal experiences. They also seem to make a logical mistake in thinking that the brute association between stable neural patterns and phenomenal experiences implies that they are identical. In general, the authors do not provide us with a story as to why stable neural patterns constitute phenomenal experience.

Lying is typically more cognitively demanding than truth telling. Yet, recent cognitive models of lying propose that lying can be just as easy as truth telling, depending on contextual factors. In line with this idea, research has shown that the cognitive cost of deception decreases when people frequently respond deceptively, while it increases when people rarely respond deceptively (i.e., the truth proportion effect). In the present study, we investigated two possible underlying mechanisms of the truth proportion effect. In Experiment 1 (...) ( N = 121), we controlled for the impact of switch costs by keeping the number of switches between deceptive and truthful responses constant. We found that people who often responded deceptively made fewer errors when responding deceptively than people who only occasionally responded deceptively, replicating the truth proportion effect. Thus, while the truth proportion effect in earlier studies may be partially driven by the cost of switching between truthful and deceptive responses, we still found evidence for the truth proportion effect while controlling for switch costs. In Experiment 2 ( N = 68), we assessed whether the truth proportion effect is influenced by goal neglect. According to this view, the truth proportion effect should be reduced if participants are cued to maintain the task goals, while it should be larger when participants are allowed to neglect the task goals. In line with this hypothesis, we found a smaller truth proportion effect when participants were cued with the task goals compared to when they were not cued. This study shows that the truth proportion effect is influenced by goal neglect, implying that frequent deceptive responding strengthens the goal of responding deceptively. Our findings imply that the accuracy of lie detection tests could be increased by using a majority of truth-items (i.e., induce the truth proportion effect), and that the truth proportion effect should be maximized by (1) increasing the number of truth-lie task switches and (2) inducing goal neglect. ABSTRACT Match-fixing is a major ethical issue in sports. Although research interest in match-fixing has increased in recent years, we remain largely in the dark regarding how both betting- and non-betting-related match-fixing relate to the moral decision-making of those involved. Drawing on Rest’s theory of morality and on the perceptions of a large sample of participants in Flemish sports, this study indicates that most match-fixing incidents are non-betting-related, while moral motivation and associated challenges clearly differ according to the type of (...) match-fixing. Dietary fiber and prebiotics consistently modulate microbiota composition and function and hence may constitute a powerful tool in microbiota-gut-brain axis research. However, this is largely ignored in Hooks et al.’s analysis, which highlights the limitations of probiotics in establishing microbiome-mediated effects on neurobehavioral functioning and neglects discussing the potential of prebiotics in warranting the microbiota's role in such effects.

A number of modern logic books give a misrepresentation of Mill's Methods as originally conceived by Mill. In this paper, I point out what I believe is a better presentation of Mill's Methods. This treatment is not only historically more accurate, but it also represents a better conceptual introduction to Mill's Methods in general.

Replicating or exceeding human intelligence, not just in particular domains but in general, has always been a major goal of Artificial Intelligence (AI). We argue here that “human intelligence” is not only ill-defined, but often conflated with broader aspects of human psychology. Standard arguments for replicating it are morally unacceptable. We then suggest a reframing: that the proper goal of AI is not to replicate humans, but to complement them by creating diverse intelligences capable of collaborating with humans. This goal (...) renders issues of theory of mind, empathy, and caring, or community engagement, central to AI. It also challenges AI to better understand the circumstances in which human intelligence, including human moral intelligence, fails. (shrink)

The present study explored the multidimensionality of moral identity. In four studies (N = 1,159), we compiled a comprehensive list of moral traits, analyzed their factorial structure, and established relationships between the factorial dimensions and outcome variables. The resulting dimensions are Connectedness, Truthfulness, Care, and Righteousness. To examine relations to personality traits and pro- and antisocial inclinations we developed a new instrument, the Moral Identity Profile (MIP). Our results show distinctive relationships for the four dimensions, which challenge previous unidimensional conceptualizations (...) of moral identity. On 13 June 2003, elections for both the regional parliaments and the European Parliament were held in Belgium.The percentage of voters casting a preferential vote increased when compared with the previous regional and European elections of 1999, reaching scores clearly higher than 60%. The new electoral laws are one explanation for this increase, together with societal evolutions, such as individualism, anti-party feelings, personalization of polities and the appearance of cartels. In comparison with the federal elections of 2003 however, there was (...) a decrease in prererential voting, due to lower campaign expenditures and to the success of parties that traditionally do not attract many preferential votes. Voters can also cast a vote for several candidates figuring on the same party list, which is contrary to the past done quite frequently now. In the Netherlands, in 2002, euthanasia became a legitimate medical act, only allowed when the due care criteria and procedural requirements are met. Legally, an Advanced Euthanasia Directive can replace direct communication if a patient can no longer express his own wishes. In the past decade, an exponential number of persons with dementia share a euthanasia request with their physician. The impact this on physicians, and the consequent support needs, remained unknown. Our objective was to gain more insight into the (...) experiences and needs of Dutch general practitioners and elderly care physicians when handling a euthanasia request from a person with dementia. We performed a qualitative interview study. Participants were recruited via purposive sampling. The interviews were transcribed verbatim, and analyzed using the conventional thematic content analysis. Eleven general practitioners and elderly care physicians with a variety of experience and different attitudes towards euthanasia for PWD were included. Euthanasia requests appeared to have a major impact on physicians. Difficulties they experienced were related to timing, workload, pressure from and expectations of relatives, society’s negative view of dementia in combination with the ‘right to die’ view, the interpretation of the law and AEDs, ethical considerations, and communication with PWD and relatives. To deal with these difficulties, participants need support from colleagues and other professionals. Although elderly care physicians appreciated moral deliberation and support by chaplains, this was hardly mentioned by GPs. Euthanasia requests in dementia seem to place an ethically and emotionally heavy burden on Dutch GPs and elderly care physicians. The awareness of, and access to, existing and new support mechanisms needs further exploration. (shrink)

The Flemish-nationalist party Volksunie ceased to exist in 2001. Due to deep divisions within the party, it was decided to organise a referendum in which each party-member could vote for a project, outlining the future of the party. Since none of the three projects managed to obtain a 50 %-majority, a requisite to preserve the party name, the name Volksunie disappeared and the party was split up in two new parties. In this article we tried to answer the question which (...) members voted for which project. A mail survey was held among a sample of Volksunie-members. Explanations for voting behaviour were found in characteristics of voters, their viewpoints on issues and their appreciation of notable party leaders. Finally, we analysed the second preference-party of the Volksunie-members in order to estimate with which existing parties the two new parties could possibly form future alliances. (shrink)

The way in which preferential votes of a candidate are spread over a large constituency is analysed for the Belgian Senate elections of 1995 and the European elections of 1994 in Belgium, which are both held in large constituencies. A formula that indicates the concentration of preferential votes controls in each sub-unit of the constituency for the number of votes, the number of votes of the candidate's party and the number of preferential votes. When this variabele is combined with a (...) variabele indicating the total number of preferential votes of a candidate, an interesting classification of nine categories of candidates is archieved.The fact that some candidates have a weak concentration of preferential votes in a sub-unit can be explained either by the social distance between candidate and citizen or by the f act that some candidates, due to their media appearences, are welt known all over the constituency and hence that they obtain an equal share of preferential votes in each sub-unit. The place on the party list and the visibility of a candidate in the campaign have an influence upon the category under which a candidate ressorts. (shrink)

At 18 May 2003, elections for both the Belgian House of Representatives and Senate were held within a new institutional framework: among others the constituencies were enlarged.The percentage of voters casting a preferential vote increased again, reaching the highest score ever with 66,5 %for the House and 68,0 %for the Senate. Voters can also cast a vote for several candidates figuring on the same party list, which was not done very frequently in the past. The number of preference votes on (...) one ballot increased enormously, with naw on average 2,23 for the House and 2,37 for the Senate. More candidates than ever succeeded in becoming elected out of the order of the party list, which was mostly decisive in the past.Thenew electoral laws are one reason for these changes, togethers with some political and social evolutions, such as individualism, anti-party feelings and mediatisation. At the Belgian parliamentary elections in June 1999, the Flemish nationalist party 'Volksunie' which formed an alliance with the social-liberal ID21 progressed slightly. On July 10, 1999, the party decided to participate in the purple-green-yellow Flemish government, but at the same time they decided to stay out of the federal Belgian government. Two years later, the VU-Party Bureau decided that due to deep divisions within the party it had become impossible for the party to continue. The 15.000 party members were (...) asked to judge about the future of the party. Because no party project managed to obtain a 50 %-majority in the party member referendum, the VU dissappeared. Two new parties - the 'Nieuw-Vlaamse Alliantie' and 'Spirit' - emerged from the ruins of the VU. The collapse of the VU can be seen as the most far-reaching change in the Flemish party political context of the last decade. This article focusses on the last two and a half years of the VU and on the first year of the N-VA and Spirit. In a first part, achronological overview is build up. This part provides an overview «from day to day» of the events that played a role in the collapse of the VU and the creation of the N-VA and Spirit. The second part of the article draws amore morphological picture of the VU, the N-VA and Spirit: data are presented about the internal organisation of these parties. By offering an extensive overview of facts and figures, it is the intention of the authors to provide a solid guidelinefor further investigation. (shrink)

This article discusses the distinction between Figure and Form that Deleuze introduces in Francis Bacon: The Logic of Sensation. He uses the distinction to articulate the difference between two trajectories in modernist painting: the first focusing on sensation, the second on cerebral abstraction. I argue that the distinction between Form and Figure –– and the disjunction of two types of modernist painting initiated by this distinction –– is not as easy to maintain as might appear at first sight. Mapping the (...) lineages of modernist painting from Paul Céézanne to Georges Braque and Theo van Doesburg, the essay argues that the sensuous forces operative in a painting of the Figure are equally at play in the painting of the Form. Modernist painting might therefore be understood as the continuous collapse between Figure and Form, rather than as their strict separation. (shrink)

At 13 June 1999, elections for the regional Parliaments, the federal Parliament and the European Parliament were held in Belgium.The percentage of voters casting a preferential vote at these elections increased again, reaching the highest score ever in Belgian history. On average, 60,9 % of the electorate expressed their preference for one or more candidates. Although voters have the possibility to cast a multiple preferential vote, this possibility is not used very much. A voter who cast a preferential vote, only (...) vote on average for 1,73 candidates.The further increase in preferential votes was a little surprise since strong limitations were imposed upon campaign expenditures and on commercial affichage. Political and social evolutions, such as individualism, anti-party feelings and mediatisation seem to have had a stronger impact upon preferential voting than these material limitations.The use of the preferential vote varies from one constituency to another, from Flemings to Walloons, and from one party to another. There were some notable evolutions. The voters of the extreme-right Vlaams Blok and of the green parties Agalev and Ecolo, who traditionally cast less preferential votes than voters of other parties, have dimished the gap between them and the other parties. Another important evolution is the decrease of pref erential voting in some constituencies in Wallonia. As for the Senate and the European Parliament, more Flemings now cast a preferential vote than Walloons do. The large constituencies used for these elections seem to attract very well-known politicians and as a consequence also very much preferential votes in Flanders.Despite the increase in preferential voting, the order of the list, composed by the party remained in most cases decisive whether or nota candidate was elected. The latter part of the 20th century is known for a surge in the so-called ‘genitive theologies’. Usually, a genitive theology has an ulterior motive, aiming at the transformation of a society or the promotion of sound politics and economy. In recent years, this trend culminated in public theology. The issue of religion with an ulterior motive was raised by Van de Beek in a seminal article focusing on theology without gaining anything from it as an answer to the surging (...) genitive theologies of the latter part of the 20th century and the public theologies of today. Taking into account Van de Beek’s critique against ‘religion with an ulterior motive’, this article explores the concept of the church as a moral agent in dialogue with Van de Beek. The central theoretical argument of this investigation is that Van de Beek’s ecclesiology is valuable when defining the role of the church as a moral agent. However, the perspective of the Kingdom of God concerning the church can enrich one’s views and can add value to his valid critique on public theology. (shrink)

The article gives a review of inedited sources dealing with the Belgian contribution to European integration in the years 1945-1955. Such sources are kept in the Algemeen Rijksarchief, in the Parliament, various ministerial departments, the Navorsings- en Studiecentrum voor de Geschiedenis van de Tweede Wereldoorlog, study centres of the major political parties, a number of non-governmental organizations as well as the private archives of a number of politicians.

In 1998, Greenpeace, Natuur en Milieu(Nature and Environment), Milieudefensie(Environmental Defense), and the National ConsumersUnion presented a report about the possible risks andhazards associated with pesticide residues on fruitsand vegetables. Although these organizationsexplicitly denied having unassailable evidence on theharmful effects of pesticides, they claimed that bynow there are sufficient indications that pesticidesmay indeed lead to such health hazards. They used anappeal to the so-called precautionary principle tounderpin their claims. The committee officially incharge of deciding on the admission of pesticidesaccused the (...) organizations of scaremongering. Afterdistinguishing three possible versions of theprecautionary principle, we then show that the fourorganizations used in their campaign an improperversion of the precautionary principle to convince thegeneral public. Voor de tweede keer in onze geschiedenis heeft technologie onze manier van samenleven radicaal veranderd. Na de 'eerste vervreemding', die er kwam als gevolg van de exponentiële bevolkingsgroei na de landbouwrevolutie, voltrekt zich nu een 'tweede vervreemding': de groepen waarin we samenleven staan niet langer los van elkaar. Door de globalisering zijn ze steeds meer met elkaar versmolten. Om wereldproblemen zoals klimaatverandering of overbevolking aan te pakken, moeten we voor het eerst op wereldschaal samenwerken.0Gelukkig is de mens geprogrammeerd (...) om samen te werken. Het zit in zijn natuur. Maar om wereldwijd samen te werken moet hij wel voorbij gaan aan zijn aangeboren 'tribalisme'. De huidige politieke context waarin vrijbuitersgedrag hoogtij viert, toont dat dat niet eenvoudig is. Michael Vlerick argumenteert dat er wel degelijk een weg is, dat efficiënt en legitieme wereldwijde samenwerking geen naïeve droom is. 0Meer nog, de tijd is er rijp voor. De mens kan voor het eerst in de geschiedenis haar evolutie in eigen handen nemen. We moeten die kans grijpen en een nieuw globaal sociaal contract in het leven te roepen. Een doorwrocht wetenschappelijk, maar toch uitstekend leesbaar boek dat de opiniepagina's wekenlang beheerst en ons zelfbegrip voor altijd verandert. Waar blijven de nieuwe Bram de Swaan, Trudy Dehue, Cees Schuyt, Hans Achterhuis, Christien Brinkgreve, Anton Zijderveld of Lolle Nauta? Wie gaat ons (...) waarschuwen voor de gevaren van utopieën of protoprofessionalisering of ons aansporen tot kleine deugden ? (shrink)

Hoewel enorm invloedrijk in Duitstalig Europa, heeft de conceptuele geschiedschrijving (Begriffsgeschichte) tot nu toe weinig aandacht in het Engels gekregen. Dit genre van intellectuele geschiedschrijving verschilt van zowel de Franse geschiedschrijving van mentalités als de Engelstalige geschiedschrijving van verhandelingen door het concept. Aan de hand van practische voorbeelden in de geschiedschrijving wordt deze vorm toegelicht door Bram Kempers, Eddy de Jongh en Rolf Reichardt.

The Belgian political system is of ten qualified as a particracy, this is a variation of the classical parliamentary democracy, in which political parties dominate the political decision-making process more than the other subsystems, such as parliament, the government, the public administration, the judiciary power, the broadcasting institutions, the written press etc. This preponderancy is achieved by the partypolitisation of the positions in and the functio ning of these subsystems.Partyleaders exert nowadays a major influence on the constellation of a new (...) government and the designation of its ministers. Through the governmental program and special extraparliamentary pacts they map out more and more government's future policies. The ministerial cabinets execute the control over the public administration on behalf of the parties of the majority and aften take over some of its peculiar functions. The recruitment of public servants and their promotion depend highly upon the institutionalized patronage of the governmental parties.The power to select the candidates for the general elections has shifted away from the rank-and-file member to the local and national partyleaders.Partydiscipline is one of the major causes of the shift of the government making function, the legislative and controlling functions of parliament to the party headquaters.The recruitment and the promotions of magistrates was already before World War II largely politicized.Although the structural integration between the newspapers and parties has decreased since 1945, the political parties have strengthened their control over the designation of the diree:tors and administrators of the Belgian broadcasting institutions. The theses of the preponderating impact of the political parties in Belgian polities in the «interbellum» stems from definite political sources in that period. It has to be critically analysed. For the political parties, although the most observerd decision-makers, are in many respect not the sole nor the most prominent ones.
